This essay examines the scriptural and theological foundations in Archbishop James Ussher's 1641 compromise between royalist and Presbyterian views on episcopacy in the Church of England. Ussher's use of the classic Anglican appeal to Scripture, tradition and reason produced a model for church government based on koinonia which demonstrates the theme of bishop and presbyters sharing a collegial ministry.
